Halsey was the first person in the United States to receive an MBA in Performing Arts Management and an early proponent of utilizing the arts to strengthen community economic development and cultural equity. During his first job 1971-74 as Managing Producer of the Little Theatre of Winston-Salem, North Carolina, he took theater performances to the streets on a flatbed truck. As Executive Director of the North Carolina Arts Council In 1974-1976, he brought Comprehensive Employment and Training Act (CETA) funds into almost every county for arts-council related job opportunities. And in 1976-79 as Executive Director of the Charlotte Arts & Science Council, he developed Charlotte’s Spirit Square Cultural Center in a former Baptist church — an anchor for the revitalization of the downtown.
